align with POSuX (which doesn’t define tm_gmtoff, who’d have thought?
• change order to align tm_year better (and/or figure out how to make
it so that we don’t have to extend it to time_t, should be possible,
I know we changed it because of buggy autoconf)
• make tm_gmtoff not a long, it hurts LP64
could be future improvements… also, why t f is mirtime_mjd.sec signed?!)
