undeprecate paxtar -R and -S for now:
• still in use by MirPorts package tools
• out tar frontend has no way of choosing a format
(GNU tar uses -H, but we use this differently already)
• rewriting pkg_{add,create} to a different frontend (pax or cpio) not atm
