Sorry, but no. The ~/.mkshrc stuff was only added with the
understanding that that is it, no more, no /etc/mkshrc or
anything like that.
The $ENV mechanism has been there “forever” like that, it
just didn’t use to have a default value.
In all cases I can imagine one needing to avoid using a
~/.mkshrc file, one can either set $ENV or should better
have set $HOME to /port_foobar_writes_to_HOME already
anyway.
