Is priority only used in the descision making if two mirrors are
otherwise equal?
Is priority linear, that is all else being equal is a mirror with
priority 1000 ten times as likely to be selected as one with priority 100?
Is it possible to make mirrorbrain serve files directly if the
mirrorbrain server is closer to the users than any available mirror?
