Need to set up your server to respect index.cgi:
DirectoryIndex index.html index.htm index.cgi
and to ExecCGI at least for the location of your apache mirror. and also
AddHandler cgi-script .cgi
in your mirror configuration you need to set mode_copy=true
to preserve the right exec permissions on the *.cgi files you mirror.
