How about having a link on the homepage on how to become an apache mirror which points to the current /mirrors/ directory Also have a web page in there called Archive Sizes which lists all of the archives available via rsync and how big they are currently.
The second part of this would require a perl script to be written which would read in the rsyncd.conf file and grab the size of each mirror.
