Hi, The server ftp.kappa.ro was broken for a while and now it was upgraded. The new location is ftp://ftp.b.astral.ro/pub/mirrors/ftp.apache.org/dist/
We had some problems with our flood detector, because the Internet capacity was increased to STM-1 and the traffic raised to much for its tresholds, causing interruption in service. It should be fixed now!
