For apache to recognize the HEADER.html file. Should be all kosher now.

You don't seem to be following all the recommended configurations at http://www.apache.org/info/how-to-mirror.html At minimum, your ReadmeName and HeaderName directives are wrong.
If you can fix that up, we can look at adding your mirror.
