I see a lot of 'max connections (25) reached' messages in the log.
I think there isn't a 'quiet' time, but please
don't rsync your mirror at the top of the hour
Each hour, on the hour I see a lot of mirrors starting an rsync;
I think this causes the problem.
So, please pick a random minute to rsync your mirror.
