Why do you need shellscript for one-liner?

If you uncomment the rest of the command, it won't do what you wanted it
to do. Use something like this instead:

 bind 4-p "scrot -s 'documents/shots/%Y-%m-%d_$wx$h.png' -e 'feh $f'"

You may inspect '~/.xsession-errors' for cwm/scrot output.
