Two things.

Firstly why would you have your firewall AFTER the router, the router
decides where a packet goes, in this example the only thing you would
be firewalling is WAN packets. A firewall should be handing both LAN
and WAN, therefore come before the router, and filter what comes in
from the router (WAN) and what comes in from the local network (LAN).

Secondly, why would your router be separate from the firewall? I have
never heard of a router that can't also do firewalling, so why cant the
router do it, eliminates the entire problem.

Also can I assume because you referenced "ssh" that you are running
OpenBSD as a firewall? If so, run OpenBSD as a router as well and cut
out the headache.
