No it's not, PPPoE over LLC is formally supported by BT on IPStream (with MTU caveats noted) as listed in SIN386.

I use it all the time to allow cruddy DSL boxes to be used in simple Ethernet<>DSL bridge mode so that the PPP endpoint is the OpenBSD firewall.
