This is on 3.7/sparc64. Sources were fetched last night via anoncvs (OPENBSD_3_7) and patch 003 was applied.

It sounds like you applied the patch on top of the 3.7 -stable
branch (which already has the patch applied).  I bet you inadvertantly
backed out portions of the patch.
