Carefully verify your rules - easiest way is to make sure you 'log' on all your block rules then monitor the pflog0 interface with tcpdump as described in the manual. Assuming you have a default route (if connecting outside the subnet), or the host is responding to ARP requests (if it's within the subnet), this error usually indicates that you don't have a PF rule permitting the packet's transmission.
