Mike: You _do_ have the file. It's resolv.conf with no E. resolve.conf will do nothing. I also strongly suggest you read the very excellent OpenBSD FAQ at http://www.openbsd.org/faq/index.html

Edit /etc/resolve.conf to look like this

lookup file bind
nameserver <ip 1>
nameserver <ip 2>
