Well, I know when I set /etc/localtime to /usr/share/zoneinfo/US/Eastern, it automatically compensates for daylight savings time, so I imagine if you set /etc/localtime to /usr/share/zoneinfo/GB it would do the same, unless I'm completely misunderstanding how the time zone files work (or that GB is Great Britain).
