Okay, I've uncovered "what" is causing the problem, just not sure "how" to fix it (I've sent it off to the ISC dhcp list too, hopefully someone can figure it out :) )
The source of the problem seems to be the # of IPs assigned to fxp0 (currently 65). I removed about 40 of those, just to see if it would make any difference, and it did. I'll do some further testing tomorrow morning to see if I can determine at what threshold it breaks. In the meantime, I can work around the problem by not assigning the IPs to fxp0 until dhcpd has started.
