That could be just as well. "Pass in requests to my http server, and allow 
responces to take up to 30Kb of the bandwidth available"

That's just one of ways of assigning traffic to queues. How less effective 
would it be? Well, if traffic you want to limit is generated in responce to 
someone's request (like http server), I'd say you'd either have to do it that 
way, or by user as which the service runs.
