(assuming your installation was really finished...) The installation cd boots the OpenBSD kernel. After that, choose the shell option, mount your disk, copy the file as needed. OR you can use boot -a at the boot prompt, then it will ask for your root device and boot into your installed OpenBSD system. note that in this case you will still be using the RAMDISK kernel from the cd, not the usual GENERIC kernel...
