There are significant differences between the PF in FreeBSD (equivalent to OpenBSD 4.1, roughly) and recent OpenBSD versions, meaning that the correct answer for OpenBSD may not be the correct one for FreeBSD in quite a few cases i can think of. In this specifici case, at first blush I think your problem is that you're mixing rc.conf shellscript-isms into your pf.conf, which is not a shell script.
