I've built up several of the Supermicro SYS-5015A-EHF boxes (1U rack, dual core 1.66G Atom, dual Gb Intel LAN, IPMI) with 4GB and an SSD, uses less than 25w at idle and less than 30w doing a-j3 userland build (according to my cheap little wattage testing device).
