What *exact* version of OpenBSD 5.0? Release? CD? Stable? Something else? Generic? i386? amd64? What? Fresh install? Upgrade? Clean disc install from CD? What? What *exact* commands are you typing and what output do you get? Have you set PKG_PATH to anything? You are not providing enough information for anyone to help you. Every release there are questions like this, and it usually ends up someone trying to mix versions of OpenBSD with the wrong version of ports/packages.
