Outstanding point. The thing is this: With MS PHP is clearly distinct from the OS. I go get it from php.org. With BSD I must rely on the package system.

I think your expectation that upgrading the OS will upgrade the applications is a little warped, because it's clearly not what happens with commercial operating systems.
