OK, one detail I have omitted which may be relevant, though it doesn't do me much good if it is in fact the root cause: this OpenBSD is running in vmware. So the USB mouse didn't connect to OpenBSD per se. If the console switching magic trick requires physical devices to be added or removed, it won't work. But that seems like a silly rule. Even when I do use the external mouse, I still don't stop using the trackpad.
