Boot hangs on cpu1, every first boot after upgrading.

Hello.

When I first installed OpenBSD by CD, and each time I upgrade from 
bsd.rd, the reboot hangs on cpu1. The following reboots don't hang. This 
happens reliably on every first boot.

What could be causing this?
