The PF User's guide shows a cbq example where the queue name "bulk" is
assigned twice. Stuart Henderson mentioned the technique here:

I used cbq with this method until switching to the new scheduler. The
example rules that I posted in this thread (where the child queues are
defined with multiple interfaces) are rules that I'm using with the new
scheduler.
