The umask is set in /etc/login.conf:

default:\
        ...
        ...
        :umask=022:\
        ...
        ...

staff:\
        ...
        ...
        :umask=027:\
        ...
        ...

Is this still a problem? (e.g. cron jobs)

Checking root sh paths, umask values:
/etc/profile /root/.profile

Root sh startup files do not set the umask.
