What made you open /var/www/logs/etag-state with kwrite?
(You have kwrite installed on a web server, right?)
What format was the file in?

So you copied /var/www/logs/etag-state over to some other machine,
opened is again with kwrite, and saw some chinese characters. Right?

So this is unrelated to your mysterious chinese etag-state;
there were simply some "references" to "hinet.cn" in your
sendmail logs.
