I put wheel users in group operator, too, so they can just run
shutdown(8).

Yeah, I was going to say, just hit the power button for a regular
shutdown...

Oh, and I'll reiterate that shadowing a filesystem with another is
a valid and occasionally useful usage case.  For instance, I regularly
run a base system "make build" on one machine, then NFS-mount its
/usr/obj over the local one on a sister machine and run "make
install" there again.
