IIRC viewvc uses Subversion's python bindings. Did you install them?
pkg_add py-subversion

WebSVN is fairly broken with SVN 1.8. Don't bother. (Which reminds me
I've been meaning to remove it but was still waiting for patches
promised by someone, which never arrived).
