Speaking as a user, you have three choices with OpenBSD:
1) pick a release and stick with it as long as the hardware lasts
2) stick with -STABLE releases, upgrading every 6 months (or every 12
months if you're willing to jump two versions at a time)
3) track -CURRENT fairly closely
Lots of people do #1, but then you're stuck at a certain point in time
and getting any help becomes difficult.
#2 seems to be fairly popular among people who prefer to not spend all
their time being a sysadmin.
#3 is also surprisingly popular, especially among people who are very
close to the project.
However, what you ask for doesn't specifically exist - you'd be better
off running 5.5 and upgrading to 5.6 when it is released in November,
since that will be a fully-supported upgrade path.
