irq3 is shared by fxp, em, bge, uhci, ehci. Quite a lot of interrupt service routines to run, each time your NICs interrupt. I think APIC will help, so first try bsd.mp. If bsd.mp from 3.8 isn't working for you, try -current.

I don't know, I expect a bit better, but broadly similar.. I think you should try to get interrupts allocated more sensibly first.
