make does try BSDmakefile anymore?

Hello,

in OpenBSD 5.5 make did try makefiles in order BSDmakefile -> makefile -> 
Makefile.

In Current BSDmakefile is not tried anymore, at least not with highest 
priority.  Is this intended?
