I saw something to this on a Dell Latitude D630. I can't say as this is the fix for you, but adding this to sysctl.conf seems to have fixed it for me

kern.shminfo.shmall=51200
kern.shminfo.shmmni=1024
kern.maxfiles=20000

If you start kde from the command line, run the commands manually like this to see if kde starts ok.

sysctl kern.shminfo.shmall=51200
sysctl kern.shminfo.shmmni=1024
sysctl kern.maxfiles=20000
