You did that before starting the actual upgrade, didn't you ?
If there isn't anything special about this page, then it just appears to be
missing from man60.tgz.
I doubt that it is, did you check the actual content of the archive ?
# find / -name "pkg_add*"
/usr/sbin/pkg_add
# man pkg_add
man: No entry for pkg_add in the manual.

Of course it's entirely possible that I've done something wrong. If so,
please point me toward my error. So far, this is the only manpage that
doesn't work...
Which ones do work, only the ones from packages ?
Did you check if anything exists after the install in /usr/share/man ?
