doas doesn't preserve the PKG_PATH variable by default. You need to use
keepenv in doas.conf or set the path in pkg.conf instead.
You mean like this:
$ cat /etc/doas.conf
permit persist :wheel
permit persist keepenv jungle as root
$ doas pkg_add base64
doas (jungle@host) password:
quirks-2.270 signed on 2016-11-26T13:32:57Z
base64-1.5: ok
