I'd suggest trying dhcpcd. There's a config example for DHCPv6-PD in the pkg-readme file. There was a problem with vltime/pltime exported from the kernel being incorrect which was fixed after 6.1, dhcpcd had a workaround for this. But also in general, it's still actively maintained upstream.
