FTP site and extract it to some directory (not root /).
Then obtain GNU coreutils and use gnu-chmod and its
reference option, from the manual:
--reference=RFILE
use RFILE's mode instead of MODE values
This way you would not have to merge any changes,
on the other hand this requires compilation of at least
the gnu-chmod so mtree might be the best solution as
James Strandboge suggested.
