I am definitely not any kind of expert on this (including about export rules), but I read the news frequently. For privacy, I have been under the impression that federal law enforcement and legislators mostly were grasping the idea, that encryption backdoors would cause more harm to the public, than good for law enforcement. And it seems reasonable to hope that encryption for privacy will remain legal. But future federal policy or legislative details are very hard to predict right now.
