I've had problems at times with ospfd not seeing interfaces properly after adding them, please try a -current snapshot and see if you can replicate it, it's possible that a change made in June might help.
Also maybe try running with ospfd -vd and see if you get anything unusual logged when the interface is added or when you issue 'reload'.
