I would be more inclined to attribute this to an error in qemu-img, or
perhaps it's creating a version 3 image while vmm is compatible only
with 2 (I don't know either way).

... however vmctl from -current, which is due any day now (judging from
changes on the website, perhaps imminently), can convert a raw image
into a (properly sparse) qcow2 file.
