I was able to resolve this.
I turned off the compositor via the GUI.
I added this section in /etc/X11.xorg.conf to force TearFree:
Section "Device"
Identifier "graphicsdriver"
Driver "AMDGPU"
Option "TearFree" "true"
EndSection
