I'll only reply on misc@ as I think this is where it belongs. Here it's the commit in cvsweb[0], the mail in marc.info[1], and I can confirm the change is present at least in obsdacvs.cs.toronto.edu. Also, claiming "breaking compatibility on header and source files" in *internal* files is stupid.
