I resolved the problem. The solution was to run `sysupgrade -n` to
download all the upgrade files, and leave the `bsd.upgrade` kernel in
place, next to the `bsd` kernel I usually boot.

Then, at the next boot, manually boot the `bsd.upgrade` kernel by
specifying its location.
