This is current/arm64 (I have the same problem on current/amd64).
I am trying toi sysupgrade with the following /auto_uprade.conf:

  Which disk is the root disk = sd0
  Force checking of clean non-root filesystems = no
  Location of sets = disk
  Is the disk partition already mounted = yes
  Pathname to the sets = /home/_sysupgrade/
  Set name(s) = -x*
  Set name(s) = done
  Directory does not contain SHA256.sig. Continue without verification = yes
  Location of sets = done

Is seems that these responses are ignored (upgrade log below).
However, the file does not exist after the sysupgrade, 
so something must have touched it ...

Am I missing something obvious?
