Perhaps check "man fbtab"? While usb device numbering is slightly random, if you are not often inserting random usb sticks, this might be a decent option. Perhaps a script for hotplugd(8) can recognize it better than just "first usb device" and then chown/chmod on demand for you? -- May the most significant bit of your life be positive.
