Actually, the new queueing system was done by Henning, planned as far back as (at least) 2012 (https://quigon.bsws.de/papers/2012/bsdcan/), finally available to the general public in OpenBSD 5.5 two years later. ALTQ support was removed from OpenBSD in time for the OpenBSD 5.6 release (November 2014). So, it's been a while and whatever you were running most certainly needed an upgrade anyway. -- Peter N. M.
