IMHO this is a bit misleading. I regularly run Windows Server VMs with less than that. It depends if you're running X or not. OpenBSD is an extraordinarily lean OS. I usually configure my amd64 VMs at 256MB and go up from there as needed. These run lightly loaded network services console-only with little issue. For practical purposes, the minimum needed to boot stock amd64 with no notable issues (i.e. relinking) appears to be 128MB RAM. Not saying you should do that, but it's indeed possible.
