The primary application is dedicated servers, without virtualisation.
Every virtual server provider that I've tested had straightforward
HTML5-based console access.
Still, last I checked, OpenBSD ran fine on Xen. Maybe you are thinking
of a different hypervisor?

actually-OpenBSD-pseudo-Linux kernel. [<-> crossposting with Janne

BTW 2: What about an update mechanism for OpenBSD itself? E. g. if you
want to update 6.2 to 7.8 it would be neat to find an alternative way
to classic sysupgrade process (where you may need to adjust things when
first booting) for hosting providers without VNC access.
Solving this whole category of problems ("I need to do something that
requires pre-boot interactivity, but I don't have it") is why I started
this thread.
If we fix just the update mechanism, the whole thing is much less
useful.
