I've been very happy with whatever little support I've needed, and I
found them competitive in price last time I shopped around. You can
get cheaper, you can get more expensive. Some of what you pay goes
directly to OpenBSD too.
I second Anders' suggestion, OpenBSD Amsterdam is very reputable. You
could also get a self-managed server plan from Web Hosting Canada and
use OpenBSD, however, I am not sure if they support self-managed
currently: I see dedicated and cloud on their site. I could see them
letting you use any OS if you went for dedicated though.
